Anwar Gayed is a Principal Plumbing Engineer at the Office of the State Building Surveyor within Victoria’s Building and Plumbing Commission. He is a Chartered Professional Engineer with 25+ years’ local and international experience across plumbing, hydraulic fire, and mechanical systems, with a strong focus on regulation, compliance and practitioner education. In his current role, Anwar provides technical advice on the Act, Plumbing Regulations, NCC/PCA and Australian Standards, and leads guidance and education products.

Michael Beirouti is the Manager of Plumbing at the Office of the State Building Surveyor. He is a licensed plumber and hydraulic services designer with deep expertise in water quality and regulatory compliance. Most recently, Michael served as Team Leader at South East Water, where he led collaborative initiatives across Victoria’s metropolitan water corporations to strengthen backflow prevention standards. He is widely respected for his commitment to advancing the plumbing industry through innovation, education and practical reform.
